Maine is leaving tens of thousands of home-care hours unfilled each week as demand rises and wages lag retail jobs, the Portland Press Herald reported Oct. 15, 2026, quoting Maine Center for Economic Policy analyst James Myall and home-care employers.
A MECEP analysis summarized July 4, 2026, estimated about 30,000 hours of home care go undelivered each week and said Maine needs at least 2,300 more direct care workers / direct support workers to meet existing need. Myall told the Press Herald that figure undercounts people who never enroll because they know staff are not available.
Pay and competition
Nonprofit agencies that rely on MaineCare can currently pay workers about 125% of the state minimum wage based on what the program reimburses, the Press Herald reported. Myall said agencies are “getting outbid by retailers like Walmart,” and that lifting pay toward 140% of minimum wage with automatic cost-of-living raises would help. House Speaker Ryan Fecteau has advocated that 140% target; Maine’s minimum wage is set to be $15.70 in January, which would put a 140% level near $21.98 an hour if adopted, the paper said.
Shawna Ferris, a direct care worker from Mattawamkeag, told the Press Herald that pay has not kept up with living costs and that other fields offer similar or better pay with fewer responsibilities. MaineHealth Care at Home’s Patty Buiocchi said her large system can still staff with competitive wages and benefits, while many smaller nonprofits cannot.
Why this matters for providers and DSPs
For Maine provider agencies already juggling MaineCare revalidation deadlines and skipped payment cycles this month, an unfilled-hour gap that large means delayed discharges, family caregivers leaving paid work, and pressure on HCBS and personal-care schedules. AARP Maine’s Noël Bonam told the Press Herald that keeping people at home costs less than nursing-home beds and supports community connections. Agencies should track any legislative wage proposals separately from one-time COLAs already in statute, and document how rate dollars reach frontline pay.
