New Jersey: 80% EVV electronic match required Jan. 1, 2027

New Jersey Human Services will require Medicaid personal care and home health providers to hit an 80% electronic Electronic Visit Verification (EVV) match starting Jan. 1, 2027. The Department of Human Services announced the update on Sept. 24, 2026, for Personal Care Assistance and Home Health Services paid through NJ FamilyCare managed care.

EVV already records who delivered which service, where, and when. New Jersey has used it for personal care since January 2021 and for home health since January 2023, under the federal mandate in Section 12006(a) of the 21st Century Cures Act. DHS says it has since found providers who manually edit a high share of visits, raising program-integrity concerns.

The new bar and the runway

From Oct. 1 through Dec. 31, 2026, providers get a three-month introductory period. Beginning Jan. 1, manually editing or confirming more than 20% of EVV-required visits fails the standard; certain state-listed circumstances stay out of the calculation. Managed care organizations will report outliers monthly. DHS will reconcile billed units against confirmed EVV visits and may recoup unmatched payments. Documentation rules outside EVV still apply.

Noncompliance will draw progressive steps: notice first, then possible loss of new referrals, then managed care contract termination. Commissioner Stephen Cha cast the change as protecting NJ FamilyCare members and taxpayers; Division of Medical Assistance and Health Services leadership said the runway is meant to help providers fix systems before enforcement hardens.

Why this matters for providers and DSPs

For agencies that employ PCAs and home-care direct care workers — and for any I/DD provider agency that also bills personal care — EVV is no longer only a check-in tool. An 80% electronic floor ties payroll clocks, phone apps, and in-home devices directly to referral flow and contract survival. Supervisors should audit manual-edit rates now, train staff on the approved capture methods, and fix cases that force after-the-fact edits before the Oct. 1 readiness window opens.
